The boys start to learn about each other based on first impressions. This is actually a good way for us (as the readers) to get a sense of the characters as well. Check out these early passages where we meet the boys for the first time.

They didn’t take the conch. I know. They didn’t come for the conch. They came for something else. Ralph – what am I going to do? Far off along the bowstave of the beach, three figures trotted toward the castle rock. The chief led them, trotting steadily, exulting in his achievement. He was a chief now in truth; and he made stabbing motions with his spear. From his left hand dangled Piggy’s broken glasses.

Piggy’s glasses have become the most powerful item on the island. It is interesting that Piggy initially thinks of the conch; to him, order and law are more valuable than anything else.

It means that children, when removed from society's guidance, revert to being barbarians. By barbarians I mean live in a barbaric state. Ralph and Jack are "natural" warlords trying to form their own tribes and waring with the others. This is where our instincts, without education and training, will lead us. That's the meaning.

In my opinion it represents what extremes people will go to if pushed too far or amidst extreme danger with no options to fall back on. the boys were just fine until they finally discovered they had to fight for survival. then at that moment they became savages which, later, got 2 boys killed. when the rescue party finally came they couldn't believe their eyes.
