Definition

1.  use all available means to determine if there is a risk, if there is any doubt, there is a risk

2.  use radar equipment to get early warning

3.  don't make assumptions on scanty information

4.  there is risk if a compass bearing of an approaching vessel does not change

5.  there is risk if a large vessel or tow is a close range even if the compass bearing changes
