Split Abyssinia up so that Italy would gain a majority of the fertile land in the north and south, a huge area was to be reserved for Italy's economic expansion and settlement.This was seen by an Englishman (Hoare) and a Frenchman (Laval) as the best way to stop Mussolini invading Abyssinia.
