PARLIAMENTRY PROCEDURE:
1. One delegation must move, or motion, for something to be discussed
2. Then, a different delegation must "second" the movement
3. THen, a vote is taken on the motion. All in favor say yea and all opposed say nay. sometimes roll is called, sometimes it is just a show of hands
4. If passed, the motion is then discussed
5. Once the discussion is complete, a delegate moves to vote. Again the motion must be seconded by another delegation
6. Then, role is called and a vote is taken. The motion either passes or does not pass. If it doesn't pass, the process starts all over again.
