3) Immigration reform - The Immigration and Nationality Act got rid of the old quota system, doubled the number of immigrants allowed in, allowed family members in, and limited the number of Western Hemisphere immigrants. Immigration was changing from Europe to Latin American and Asia. 4)Voting rights - LBJ wanted to get more blacks voting
