Definition
Paleolithic art is represented by cave wall drawings and some portable objects that were constructed. Basically this type of art is the oldest and it consisted of cave art and small figurines or decorated objects carved out of bone, stone, or clay.

Neolithic art is represented by structures (such as Stonehenge) and sculptures and human and animal objects carved from rock, etc...

Egypt was ruled with little change in civilizations/rulers/etc... while Mesopotamia was under constant struggle/war. Mesopotamia was known for arches, ziggurats, and the invention of the wheel.
Egyptians are known for Pharaohs, religious beliefs (polytheistic), beliefs in the afterlife, writing, and pyramids.
