Advantages know what they are doing, military advantage, superstition(aztec believe they might be gods, Aztec only had settled that area for 15 years and are hated, small pox. Spanish take the heart of the Aztec empire. Wealth start pouring into Spain. Spain becomes dominent power in Europe.

Returns to Spain arguing that the requirement is illegitimate. The people are not violent in rejecting christianity. Are people as rational as the Spanish can learn and be converted. gets the ear of the King. Charles Carlos sets up a debate in front of the Spanish court. Answered by Sepufata argues that they are heathens and are resisting them and conquest should procede. The court sides with Las Casas. Gives power to the priests. Nothing happens.

Initially human being lived in complete liberty in response people went together to form governements. gave up some of their liberty and equality for defense. Purpose of government is to defend individual liberty. Governments are limited by individual rights. All the colonies have the expirience of resistance not all that united but they have this expirience. Yes they are loyal subjects but day to day government is ours.

Draws from John Locke/whig tradition. Limited government. Rest on the powers of individual states. Doesn’t say it is permanent. Little state refuse to sign it until 1781. Create a friendship among colonies protect state rights. All states all equal. Power over diplomacy, money issue and war. No taxing ability, no military, no trade regulation, states can create their own money, no national judiciary, and no presiding officer.

Northwest Ordinance
Definition
Establishes many precedents for how the frontier will operate. It will establish settlement. As settlement grows states will be created and equal. Establish a system of drawing up blocks of land and the government will sell it. Government will negotiate treaties. Slavery is outlawed in Northwest territory.
