Definition
transcendental cabinet system - contained Ministers of the state the reported to the emperor, not the diet.

Definition
Secretive. Gave the emperor an independent source of wealth (mostly land) ~9 million acres w/ ~8 mil income.

Definition
Council established to "advise" the emperor. They advised the cabinet to make gov. policy. ~25 men appointed for life.

Definition
Office that handles all imperial documents, petitions to the emperor, etc. Also controls who has an audience with the emperor. Acted as a buffer between the emperor and the rest of the government. Becomes very important during the war.
