Drafted by John Dikinson but heavilly modified created a loosely affiliated group of sutonomous states. Said no more power for coninental congress no judicial or executive branch. made Congress the sole insturment of national authority, but had safeguars taht kept it from threatening the interests of the states.Each state had only 1 vote regardless of size. Imporatnt measures suchas finaces or war required approval form a majority of nie states. COngree had authority in areas of foreign policy and national defense No power to raise tropps and money, it could settle disputes between states, 1776

Gave small states 2 representatives in the Senate and a porportion of representatives to pop was given in the lower house. Free residents were to be counted precisely and to that was addeed indians that were not taxed, and 3/5ths of other persons. Slave states gained addtional political repesentation while the states in the north recieve assurance that the owners of nonvoting slaveswould have to bear part of the cost of any direct taxes.

8.Great Britain and the United States were each to be given perpetual access to the Mississippi River;


9. Territories captured by Americans subsequent to treaty will be returned without compensation;


10.Ratification of the treaty was to occur within six months from the signing by the contracting parties.
