Proclamation of Neutrality
Definition

An emergency meeting was called by Washinton when he heard news that France had declared war on Great Britain. Jefferson was opposed to the official document but Hamilton declared in unnegotiable. To satisfy both, Washington, created the document without the word Neutrality, but it remained known as the Proclamation of Neutrality. The document forbid the exportation of supplies to either country

1787 Meeting held to revise the Articles of Confederation, but resulted in the formation of a completely new government under the United States Constitution.

Whiskey Rebellion
Definition

Cause: the Tariff Act of 1789 that taxed whiskey which was a main revenue for small farmers who used left over grain to make it and sell to Eastern markets for a higher price than grain.

Event: In 1794 farmers refused to pay it and harassed collectors. Washington restored peace by sending toops.

Result: Showed the government ability to enforce laws.
