Why did Maryland refuse to approve the Articles of Confederation?
Definition
While some states claimed land to the west, Maryland was landlocked and unable to expand. MD refused to ratify the A of C until states gave land between the Allegheny Mountains and the Mississippi to Congress.

Set up process to become state:1)appointed a governor & 3 judges to rule territory, 2) when pop = 5,000 free adult males, it could elect legislature, 3) when pop = 60,000 citizens it could write constitution and become state.
