Simple majority applies. If no person has over half, the house takes no more than three top people on the list. They then vote on these three to elect the President. Each state has only one vote no matter how many reps it has. To be elected, a person needs votes of more than half of all the states.
For VP, if nobody has over half, the Senate, with at least 2/3 in attendance, votes for one of the two highest on the list. The winner must have the majority vote of more than half of the senators.
