  •  The punishment of current offenders should show potential offender that the threat of punishments great, which should decrease the likelihood that the potential offenders will commit crimes.
  • Certainty, severity, and swiftness of punishments
  •   Certainty: how likely to get caught
  •   It is what matters because if you know you are not going to be punished you will be more likely to do it than if you knew you would be caught
  •  Severity: how harsh
  •  Swiftness: how quickly we are punishment

      •   Some people have a higher arousal level may need more to get the pleasure
