(1) Tele-Serv will write a report on gas drive-offs unless physical evidence is located at the scene. Patrol officers will be dispatched to a gas drive-off with physical evidence to write a report and collect the evidence. A gas drive-off can be classified as either Fraud or Larceny depending on the circumstances.
(a) A gas drive-off shall be classified as Fraud (UCR CODE 260H) when an interaction occurs between the clerk or employee and the suspect. The simple act of turning on the gas pump does not necessarily establish an interaction between the suspect and employee. An interaction would be established when the employee actually assisted the suspect before turning on the pump so the employee could give a physical description of the suspect or the vehicle.
(b) A gas drive-off should be classified as Larceny (UCR CODE 230H) when the suspect drives up, pumps gas and leaves without any interaction with the employee. An example of no interaction is when the suspect removes the nozzle from the pump and the employee is notified by a bell or buzzer to activate the pump. The employee activates the pump without establishing an interaction (visual contact) therefore, no physical description of the suspect or suspect vehicle can be provided.
(2) Tele-Serv officers will write reports for stolen or lost tags (including temporary tags) and decals
d. Auto Theft: Tele-Serv officers will only write auto theft attempts when there is no suspect in custody, no evidence to be processed, or it is not part of a series.
