Definition
the act of a city adding to its geographic area by expanding its boundaries; to prevent Greensboro from annexing Oak Ridge, the town of OR became incorporated; some don't mind annexation because provides services, others hate it because they will live "in the city" AND pay city taxes.

Definition
NC constitution requires the government to balance its fiscal budget; the state cannot spend more than it generates in revenue (taxes); to balance this year's budget, the state has to cut about $3 billion in spending.

In NC, the elected body responsible for running a school district; hires a superintendant to lead the system; approves the budget and other major proposals.
