This Department recognizes that in order for an organization to function, some broad, administrative rules and orders are necessary. These rules provide a basis for the general administration of the organization and are the core of the directives governing the Department.

Reporting Police Activites
Definition
•All matters of criminal concern, law and order activities, unusual occurrences or conditions, reports of serious crimes, or incidents of a police nature brought to the attention of Department members shall be reported accurately and factually in a timely manner according to Venice Police Department (VPD) procedures.

B. Official Department Business
Definition
• Shall be treated confidential. Members shall not communicate with anyone outside of the agency, regarding Departmental operations, activities, or performance of duties, unless approved by their supervisor or required by law. • Procedures for release of information to the news media are provided for in these rules and regulations. (Refer to SOP 136, Public Information and Media Relations)

Definition
Only authorized members of the Records Bureau may release VPD information to the public in accordance with the Florida Sunshine Law. • Newsworthy information may be given to representatives of the news media upon authorization of the Police Chief/designee. (Refer to SOP 136, Public Information and Media Relations).

Definition
Any member of the Department may request a personal interview with the Police Chief. •Such requests will be made through the Administrative Assistant to the Police Chief and should include the nature of the subject for discussion.

Definition

The uniform shall be prescribed by the Police Chief


The Uniform will be issued to all members of the department


Officers and other department members to whom uniforms are issued shall wear the uniform as presribed when on duty, unless otherwise authorized by a commanding officer's directive.

Definition
All promotions shall be made by the Police Chief in accordance with rules established by the Department , City an applicable labor contract.

Transfers and Temporary Assignements
Definition

An officer may be transferred from one work assignment or location to another as the Police Chief deems appropriate.

 

Division Commanders may make temporay assignments within their dvision(s) subject to the approval of the Police Chief.

Definition
A member shall maintain residency at a location cinsidered by the Police Chief as cinvenient to perform regular and emergency duties

Statemetents in Civil Litigation
Definition

A member shall not give statement concerning matters investigated by the department to litigants or their attorneys in civil or non-crimina; cases with our the knowledge an approval of the Police Chief/designee.


An order of the court requring such statements does no require departmen approval for compliance but does require the member to notify the Department

Apperarances in Civil and Criminal Cases
Definition
Members are prohibited from appearing as a witness in a civil or non-criminal case with approval/knowledge of the Police Chief /Designee unless pursuant to a court order

Definition
Any member named as a plaintiff or defendant in a civil or criminal case shall immediately notify the Police Chief/designee in writing and inform the Police Chief/designee of the progress of the case and outcome.

Death or Serious Injury of a Department Member
Definition

Upon the death or serious injury of a member of the department, the Police Chief shall immediately be notified.

 

The Police Chief shall be informed of the death of a retired member of the Department

Prior Claims to Member's Service
Definition
A member shall not voluntarily join or become affiliated with any orginaization, or otherwise become obligated in any activity, enterprise, of function, which may at any time exact prior claim for their services over those of the DEpartment without first obtaining permission form the Chief or Designee

Duty Status
Definition

Members shall be considered on-duty status whenever they are working during assigned by a commanding officer or during emergency conditons.


When not so engaged, they shall be considered off-duty.


Nothing in this procedure shall be construed to relieve members of the responsiblity to respond when particular circumstances require such a response.

Absence from Duty
Definition

No member shall be absent from duty with authorization.


Members who are absent from duty without authorization are considered absent with leave and on unpaid status.


Forfeiture of pay for such absence shall not preclude disciplinary action.


Members who are absent due to illness or injury resulting from duty or non-duty causes and have notified their commanding officers are considered, propery absent form duty.

Personal Information
Definition

Each member is responsibe for ensuring that personal information on the Department employee database is accurate and complete.


Members will submit any changes in name, address, emergency contact, or telephone number(s) as soon as possible, in writing, to the administrastive assistant for entry.


By volunteering this informatiuon membrs are NOT placing themselves subject to call back or other reimbursements granted by current labor agreements.

Cellular Telephone

Definition

Members issued a Departmetn celluare telephone must ensure those numbes aer operational and listed in the Department's employee database.


All members will inform Department Administration of cellular and home telephone numbers to assure you are able to be reached for situations that arrise in which you must be contacted immediately

Member Involved Death or Serious Personal Injury
Definition

Any sworn or civilian who's accidental or intentional action results in the death of, or serious bodily injury to another will be placed on administrative leave/duty pending a documented "Preliminary administrative review".


The Chief/designee will determine the format of the  "Preliminary administrative review" on a case by case basis.


In the event of injury to another, the determination of "serious bodily injury" shall be made by the Chief/designee.

Member Involved Death or Serious Personal Injury
Definition

The member's return to regular duty status shall be at the sole discretion of the Chief/designee.


This assignment shall be without loss of pay or benifits, pending the results of the investigation.


The administrative leave/assignement shall not be interpreted to imply or indicatre that the member has acted imprperly.

 

The member shall remain available at all times for official Department interviews ans statements regardign the incident ans shall be subject to recall to duty at any time.


The member shall not discuss the incident with anyone except Department personnel assigned to the investigation, the member's private attorney. SAO representative assigned to the investigation, or other investigator(s) that may have jurisdiction, and/or a member's psychologist.

Correspondence-1
Definition

All official Department correspondense requiring a reply shall be promptly acknowledged.

 

Intra-department correspondence shall be submitted through appropriate channels with delay.

Definition

All written correspondence addressed to out of state law enforcement agencies or officials conducting official Department buisness shall be signed by the Police Chief/designee, except when established policy or procedure permits the delegation of this responsibility.


A copy of such correspondence will be forward to the Police Chief.

Departmental letterhead stationary will only be used to conduct official departmetn buisness.

 

Correspondence created on Department letterhead stationary will be with the knowledge, approval, or signature of the Police Chief/designee.

Definition

Commanding officers shall sign all correspindence originating with in their command dealung with official Department buisness, except when established policy permits the delegation of this responsibility or when otherwise proided by the police Chief.


All members shall use their official title and rank  when intiating or endorsing official correspondence. Designation of title and rank will not be use in other than official Department correspondence.
