• first we analyze in our PMP where we discuss staffing needs and risk based on our proposal and SOW.
• PM uses QP-14 Outsourcing Solutions Procedure to staff 
• QP 10 Business Solutions  - Business Solution Reports
• We analyze if we and our customer are pleased with our personnel. 

• If there is a change in contract requirement such as an increase or decrease in scope - we would engage HCM (QP14)
• PMP Instructions -- shows staffing plan 
• QP 14 show how we move people on and off the project. 
• Figure 2 shows the Off Boarding Process. 
  • PM submits request to HCM
  • Termination approve - HCM prepares package
  • PM and HCM off board employee

• PM notifies HCM of terminations
• QP 14 Recruiting and Soucing form is created to recruit for a new postiion 
• request for termination from employee starts the process.

• Use QP 14 - Onboard employee (Recruiting and Sourcing Form0
• Use subcontract agreement to manage subs. 

• We assess and control the transition by conducting 90 day evals period to assess performance 
• Document in Monthly Business Solution reports.  how the employee is doing
• QP-10 and QP14.
