Definition

Project Planning is about estimating costs, effor and schedulres, figuring out how you will attach the service engagement and involving the right people -- all the while watching your risks and making suire your've got the resources you think you need.

Project Planning process involves the following areas:

developing the project plan;

interacting with stakeholders

getting commitment to the plan

maintaining the plan

Definition
  • Section 1.1 of PMP provides the strategy for providing services to my customers.
  • DISA - provide executive admin support, web design support/web maintenance, publication and presentation support and subtask conferencing
  • OTS - provide IT support - Tier 1 & 2 and some Tier 3
  • AAAP - provides nonpersonal techical services to support NGIC.  Data collection& Mining; data processing & analysis and tech support services; use our MOBIS schedule to obtain highly skilled professionals

Definition
  • OTS and DISA, the life cycle model for is Prime
  • AAAP is Prime with Sub.
  • Life cycles have 4 phases - Program Initiation; Program Planning;Program Execution; and Program Closeout
  • OTS, DISA and AAAP are inthe Program Exeuction - which is delivering the high quality services & support to our cusotomer.

  • For all our projects we establish our project scope using the RFP and DST's response to soliciation.

Definition
  • DST has two WBS  structures -- Corporate and Site Level.
  • CORPORATE WBS encompasses all managerial process for executing this and other projects at DST. (F&A, QA, HCM, HCM, IT)
  • SITE LEVEL BS -encompasses the labors requirement of SOW at the top task requirement level.

Definition
  • Our project uses the following  to develop costs -- Locations, Labor Categories, number of personal (FTEs) for Prime and Sub, contract type and deliverables

  • DST determines their effort and cost estimates from RFP and customer requirements.

Definition
  • Project plans (PMP) are reviewed monthly or as required due to changes that may happen.   Changes are reviewed and approved by QA.

Definition
  • Cost proposal become the budget for the project.  Schedules are based on major contract task (SOW)

  • There are other consideration to a project plan besides schedules and budgets -- they are:
  • Risk managment (QP19)- understanding transition to a project start-up; managing subcontractors.
  • Training(QP9)- understanding requirement for the staff - certs, education, exper, clearances
  • Resources (QP14) - identifying personnel and ODC that my need to be acquired (QP13)
  • Data management (QP10) - outline program data used in the management of the contract - issues log, monthly status report, time sheets.
  • Stakeholders: understanding internal external customers
