Morgenthau’s understanding of interest and justice was influenced by his distinction between theory and practice and his conceptualisation of power: the strategies of a leader must take into account the intangible qualities of influence, such as the role of ethics and justice.
- Justice the key to influence how others understand and respond to you and because it provides a conceptual framework on which actors construct their interests.

Objective, an efficient factor in war. States assume a self help doctrine, they cannot trust or depend on anyone else.
- Basic motive of a state is survival; increase of security in one state leads to a decrease in security in others, leading to balancing. Strong military achieves this goal.
- Anarchy fosters competition, limits the states' desire to cooperate, even with common interests. Hence the security dilemma (Cold War)
