Annual Leave/Liberty (AL) A Marine in the area on leave
Permissive Recruiter Assistance Program (PRASP) A Marine assigned TAD after training but before first duty station
Permissive TAD (PTAD) A Marine assigned TAD to the RS from his/her command
Boot Leave (BL) A Marine that recently graduated from boot camp on leave
Recruiter Aide (RA) A Marine Reservist assigned temporary duty for up to 179 days

4. What are the administrative procedures for requesting a Command Recruiter?
Definition
Marines submit request to their unit or command for temporary assignment for up to 30 days to an RS or RSS near their town to participate in Command Recruiting Program (PTAD)
Recruiters write Marines they recruited encouraging application for PTAD (90 days prior to desired start date)
NCOIC’s and Recruiters receive PRASP eligibility notification

Definition
Extension of Leave/Special Liberty
Meritoriously promote Privates to the rank of Private First Class for enlistment of one or more applicants
Meritoriously promote PFC’s to the rank of Lance Corporal for enlistment of 2 or more applicants
Meritoriously promote both ranks to the rank above for PTAD Marines for enlistment of 2 or more applicants
LCpl’s and Cpl’s receive 20 points toward their composite score for referral that enlists or reenlists
Not to exceed 100 points
Will not be carried forward to the next promotion period
Meritorious Mast and Certificates of Commendation

6. What are the time limitations for Command Recruiters to be eligible for incentives and recognition?
Definition
Referrals of enlistments and/or reenlistments must be effected no later than 90 days after the date of the latest referral, or after completion of the Marines Permissive Recruiting Assistant Program or PTAD

7. What is the purpose of the MCRD Card?
Definition
To prescribe the minimum program actions a recruiter must take with each recruit after they ship to recruit training and afterwards up until their EAS

8. How do you complete an MCRD Card?
Definition
Enter name, phone, and ship date on front of card
Enter basic evaluation of the Marines future potential as a Command Recruiter (based on previous participation)
Enter estimated date of graduation from recruit training (12 to 13 weeks after ship date)
Write recruit at least 3 times during training
Within 5 days from ship date
Between 4th to 6th week after ship date
Between 9th and 10th week after ship date
Action date to ensure contact is maintained with the recruits’ parents, and call the family on Marines’ return date
Action date the remaining actions on the front of the MCRD Card for assistance in the Command Recruiting program (call on leave, press release, visit to HS/CC, AC, etc.)
Fill out the results blocks on front and back of MCRD Card
Cards kept in the Working File by action date until departure for their first duty station and then transferred to Command Recruiting File
Destroy cards 3 months after the Marine’s EAS
