EAp1: Fundamental Commissioning of the Building Energy System (Req. for all)

 

(6 steps)

Definition

1) Assign a Commission Authority (CxA)

a) Reports recomendations, findings & results to owner

b) Shall have commissioning authority experience on at least 2 projects

c) Independent of design team.

d) Confirm and the performance and installation of system

2) Create and impement a commissioning plan

3) Create and implement commissioning req's into con docs.

4) Confirm the perfomance and installation of system

5) Finish a summary commissioning report. Shall include:

a) Executive summary

b) Test results and evaluation

c) History of deficiencies

d) Confirmation from CxA that systems meet the BOD (Basis of Design), OPR (Owner's Project Req's) and Con Docs

If pursuing EAc3 then:

e) Submittal process summary

f) Design review summary

g) Operations and maintenance documentation and training process

h) As built drawings

6) Design team needs to create the BOD. Owner needs to document the OPR. CxA reviews for clairty and completeness.


Complete commissioining activities for at least these systems:

a) Wind, solar & other renewable systems

b) Daylighting and lighting controls

c) Mechanical and passive HVAC and refrig. systems

d) Domestic hot water systems.

EAp2: Minimum Energy Performance (Req. for all)

Definition

1) Whole building Energy Simulation

Compare with ANSI/ASHRAE/IESNA Standard 90.1-2007 (with errata but without addenda), show 10% improvement for new building, 5% for majore renovation. (Building Performance Rating Method in Appendix G)

a) Meet mandatory provisions in standard above

b) Include ALL energy cost associated with project

c) Be compared w/ baseline building that meets Appendix G. If process energy cost is less than 25% of the baseline building's total cost, you must justify that inputs are correct.

d) Do 4 baseline simulations (1 each orientation) and 1 proposed design simulation

e) Sensors for break rooms, classrooms and conference rooms


(In California you can use Title 24-2005, Part 6 instead of ASHRAE)


2) Prescriptive Compliance Path for NC and CS or Prescriptive path for Schools:


a) Follow applicable criteria for your climate zone per ASHRAE Advanced Energy Design Guide

b) Meet Prescriptive measures of design guide based on occupancy type (office, retail, etc.)


3) Prescriptive Compliance Path: Advanced buildings core performance guide

a) Meet Advanced Buildings Core Performance Guide  published by New Buildings Institute

b) For bldgs less thatn 100,000 sf.

EAp3: Fundamental Refrigerant Management (Req. for all)

Definition

1) HVAC & R system of new building should NOT use CFC-based refrigerants.


2) Finish complete CFC phase out conversion before project completion if reusing existing system.


Note - don't count HVAC units with less than .5 lb of refirgerant.

Use units with small ODP (ozone depletion potential) and GWP (global warming potential)

HVAC units with payback times longer than 10 years are non feasible

EAc1: Optimize energy Performance (1-19 for NC and Schools, 3-21 for CS)

Definition

Paths are the same as EAp2


1) Building simulations - (1-19 for NC & Schools, 3-21 for CS)

Points based on savings when compared with ASHRAE90.1-2007 Appendix G


Renovation 8%, New building 12% = 3 pts CS, 1 NC & School

 - Additional point for ever 2% up to 44/48%


2) Prescriptive Compliance ASHRAE (1 point)


3) Prescriptive Compliance Advanced Core Performance (1-3 points)

- 1 point for projects less than 100,000 sf that comply with Section 1 & 2.

- 2 additional points for strategies listed in Section 3. 1 point for every 3 strategies.

EAc2: On site Renewable energy (1-7 NC Schools, 4pts CS)
Definition

Calculate energy savings from on site renewable energy. Can use DOE Commercial Building Energy Consumption Survey or calculated cost from EAc1 to est. energy usage.


NC and Schools:

1% Renewable energy = 1 point

- Additional point for every additional 2% generated


CS

1% = 4 points


Extra Credit - 

NC and Schools - 1 additional point for 15% generated


CS - 1 innovaiton point by achieving 5%

EAc3: Enhanced Coommissioning (2 points for All)

 

Mnemonic: SMART

Definition

Meet all reqs for EAp1 AND:

 

1) CxA must be independent of design firm, construction firm, etc.

2) Review contractor submittals vs. BOD and OPR

3) Make a system manual

4) Arrange to review building ops with occupants and O&M staff within 10 months of substantial completion.

5)Confirm completion of req's for training building occupants and operating personel.

EAc4: Enhanced Refrigerant Management (2 for NC and CS, 1 for Schools)

Definition

1) Don't use refrigerants


2) Choose HVAC & R that reduce or eliminate emissions of ODP and GWP potential compounds - Must meet ridiculously complicated formula:


LCGWP + LCODP x 10≤ 100


(Lifecycle Global Warming Potential) (Life Cycle ODP)


NOTE:  For GWP and ODP, CFC>HCFC>HFC (it's alphabetical)

Measurement and Verification (3 for NC, 2 for Shools and 0 for CS)

Definition

Create and implement a Measurement and Verification (M&V) plan consistent with:

 

1) Option B: (smaller projects) Energy Conservation Measure Isolation, per International Performance Measure and Verification Protocol (IPMVP) Volume III: Concepts and Options for Determining Energy Savings in New Construction


2) Option D: Calibrated Simulation (larger projects) Savings Estimate Method 2 per IPMVP.

 

Both cover 1 year of occupancy. offfer corrective action if M&V shows energy savings not achieved.

EAc6: Green Power (2 points for All)
Definition

Get 35% of electricity (based on QUANTITY not cost) from renewable sources through 2 year contracts. Use definition of renewable source by CRS (Center for Resource Solutions) Green-e product reqs.
