Definition

Convention that addresses pollution in the seas. Outlined three provisions:

(1) Black List - (mercury) items that cannot be dumped into the sea.

(2) Grey Lists - (pesticides) substances that can be dumped with a special permit issued by one of the parties to the convention.

(3) Substances that can be dumped with a general permit issued by one of the parties to the convention.
