(Nav Rules) What is Rule 6 and what are the 12 factors?
Definition
Safe speed. Every vessel shall at all times proceed at a safe speed, so she can take proper and effective action to avoid collision.

Definition
Risk of collision. Every vessel shall use all available to determine if the risk of collision exists.
1. Any doubt in such risk shall be deemed to exist.

Definition
Look-out. Every vessel shall at all times maintain a proper look-out by sight and hearing.

(Nav Rules) What is Rule 13 and what are the 3 factors?
Definition
Overtaking. Any vessel overtaking any other shall keep out of the vessel being overtaken.
1. Vessel shall be deemed to be overtaking when it approches another more than 22.5 degrees aft of the beam. For such purposes at night, the vessel overtaking would only be able to see the stern light of the other.
2. Any doubt whether the vessel is overtaking, she shall assume this is the case and act accordingly.
3. The overtaking vessel shall keep clear of the vessel she is overtaking until she is well clear of the vessel.
