foreign Humanitarian Affairs ops

Puropse: To provide a secure environment to allow humanitarian relief eforts to progress.  Encompasses both reactive programs (disaster relief) and proactive programs (Humanitarian and Civic Assistance).

Humanitarian and Civic Assistance (HCA)

Law: Title 10, Section 401

Elements:

• Must be in conjunction with host nation military or civilian personnel
• May not duplicate other assistance provided by US
• May not be provided directly to military/ paramilitary
• Must be approved by Department of State

Military Operations Other Than War (MOOTW)

• Combat operations: Strikes and raids, Arms control, peacekeeping, enforcement of exclusion zones
• Non-combat operations: Humanitarian Assistance, Noncombatant Evacuation Operations

When conducted in foreign environments, MOOTW support the diplomatic instrument of national power.

Military Operations on Urbanized Terrain

All military actions planned and conducted on a topographical complex and its adjacent terrain where manmade construction is the dominant feature.  Includes combat in cities, house-to-house and street-by-street.

• Plans involving conduct of military operations in peacetime or permissive environment addressing requirements such as disaster relief, nation assistance, etc.
