Purpose of the Materiel Solution Analysis Phase
Definition
To analyze and recommend materiel solutions for the capability need identified in the Initial Capabilities Document (ICD). An Analysis of Alternatives (AoA) will be conducted and a Technology Development Strategy (TDS) will be formulated. A draft CDD may also be formulated depending on program circumstances.

What is a CDD?

Capability Development Document:

Defines authoritative, measurable, and testable parameters across 1 or more increments of a materiel capability solution by setting KPPs, KSAs, and additional performance attributes necessary for the acquisition community to design and propose systems and to establish programmatic baselines. The CDD must be validated before the Pre-Engineering and Manufacturing Development (EMD) review and supports the Milestone B decision review. The CDD format is in the JCIDS manual.

The first effort of the Production and Deployment phase. This effort is intended to result in completion of manufacturing development in order to ensure adequate and efficient manufacturing capability and to produce the minimum quantity necessary to provide production or production-representative articles for Initial Operational Test and Evaluation (IOT&E);
At Milestone B, the Milestone Decision Authority (MDA) determines the LRIP quantity for Major Defense Acquisition Programs (MDAPs) and major systems.
