the ability to self-govern is important, because policy has effects on groups. There is a moral component of politics, that's hard to avoid.

Today, we need to think more globally "but the cosmopolitan vision is wrong to suggest that we can restore self-government simply by pushing sovereignty and citizenship upward." (345) The best solution is a solid network of local governments, while giving more power to transnational structures.

"A procedural republic that banishes moral and religious argument from political discourse makes for an impoverished civic life" (349) and makes self-government difficult.
