It meant that NO ONE or group is above the law. everyone must obey the law, including citizens & leaders.

"AMENDMENTS" is A CHANGE or a ADDITION to the CONS.
CONGRESS could pass AMENDMENTS in only 2 ways:
- by a 2/3 (two-thirds) VOTE in the U.S. SENATE & the HOUSE of REPRESENTATIVES
- OR by a special CONVENTION
