The 1396 is a maximum prop RPM. Normal operating range is 1384-1396. An aircraft does not need to reach 1396 to be within service limits. It need only reach the normal range.

THIS ICE MAY NOT BE SHED USING THE ICE PROTECTION SYSTEMS, AND MAY SERIOUSLY DEGRADE THE PERFORMANCE AND CONTROLLABILITY OF THE AIRPLANE.
