During preflight with all fuel pumps "OFF" you notice the left forward fuel boost pump pressure light is not illuminated. What causes this?

Definition

This means the APU is running. With the APU switch ON, the left forward DC pump comes on automatically to supply the APU fuel if AC power is unavailable. So the left forward fuel pressure light is not illuminated even though the switch is OFF.
