What is the difference between presidential and parliamentary governments?
Definition

In presidential governments the president and the legislatures are elected by the people. The government has three branches – executive, legislative, and judicial. The judicial branch at the highest level – the Supreme Court – is appointed by the president. Lower court judges are elected.

 

In parliamentary governments the voters elect the legislature, which then chooses the chief executive, who holds office at the consent of the legislature. The judiciary is chosen the cabinet. In the United Kingdom, the House of Lords provides the highest court of appeals.

What was John Locke's theory, and what does it have to do with American government?

Englishman John Locke defended Parliament's 1688 overthrow of King James II. Locke wrote that people were naturally endowed with the right to life, liberty, and property. To preserve their rights, they willingly contracted to give power to a government authority. When government failed to preserve the rights of the people, the people could justly break the contract. Nearly a century later, the American colonies declared their independence from England based on the political philosophy of natural rights that Locke had written.
