Definition

Stated that a minority of voters equal to atleast 10% of those who had cast ballots in the election of 1860 would have to take an oath of allegiance to the Union and accept emancipation. This minority could then create a state government.

 

Confederate goverment officials, army and navy officers, as well as those officers who had resigned from Congres of from U.S. comission sin 1861 were excluded from taking the oath.

Definition

A bill that made blacks U.S. citizens with the same rights as other citizens and authorized federal intervention in the states to ensure black rights in court.

Wade-Davis Bill
Definition

Provided taht each former Confederate state would be ruled by a military govenor. After atleast half the elibible voters took an oath of allegiance to the Union, delegates could be elected to a state convention that would repeal secession and abolish slavery.

 

To qualify as a voter or delegate, a southerner would have to take a second "ironclad" oath, swearing that he had never voluntarily supported the Confederacy. Theplan did not provide for black suffrage but would delay southern readmission almost indefinately.

Definition

Declared in its first clause that all persons born or naturalized in the U.S were citizens of the nation and citizens of the state and no state could abridge their rights without due process of law or deny them equal protection of the law.

 

Guaranteed that if a state denied suffrage to any of its male citizens, its representation in Congress would be proportionally reduced. It also threatened to deprive southern states of some legislature if black men were denied the vote.

 

Disqualified from state and national office all prewar officeholders -- civil and military, state and federal -- who had supported the Confederacy unless congress removed their disqualifications by a 2/3 vote.

Prohibited the president from removing any federal official without the senate's consent. Was to prevent President Johnson from obstructing reconstruction.

Definition

Enfranchised blacks and disenfranced ex-confederates. Invalidated the state governments formed under the Lincoln and Johnson plans. Divided the other ten former Confederate states into five military districs each run by a Union General.

 

Voters -- all black men and white men not disqualified by the 14th Amendment could elect delegates to a state convention that would write a new state constitution granting black suffrage.
